When the Canadian Charter of Rights and Freedoms was introduced in 1982, the drafters inserted a crucial statement at the very outset:

According to former Newfoundland Premier Brian Peckford, the last living signatory to the Charter, this statement, followed by a colon, was deliberately designed to be read before each section of the Charter. It was not a ceremonial “preamble” but a constant framing principle, meant to remind legislators, judges, and citizens alike that the Charter’s rights have a transcendent source.
